Construction of new armouries in Bujumbura:Over the course of April-May 2008, BINUB conducted a rapid evaluation of PNB arms depots and barracks in collaboration with the NGO, Mines Advisory Group (MAG). The evaluation identified basic infrastructure deficiencies within armouries as being below minimum security standards. Accordingly, in February 2009, a project was launched to construct 4 new living quarters and 2 armouries within 3 PNB barracks in Bujumbura. This was the first phase of a larger rehabilitation scheme and the project is expected to expand to other provinces in the country throughout 2009-2010, with support from bilateral donors.
   
DDR of Child Soldiers:Continuous and varied efforts to ensure the safe release of child soldiers, their demobilization, family reunification, and social reintegration into their communities
   
Funding Proposal for practical disarmament measures in Burundi, Democratic Republic of Congo (DRC), Somalia, Sudan and the KAPOTOTUR Zone:The project will target Somalia, Sudan, Burundi, Democratic Republic of Congo (DRC) and KAPOTOTUR Zone. The choice for the above is based on the on-going conflicts or fragile peaceand proliferation of SALW in those countries.
The project objectives are to:
1) Build capacity of National Focal Point Coordinators in Practical Disarmament;
2) Increase cooperative partnerships between governments, international and regional organizations and communities to mobilize public and political support for practical disarmament;
3) Provide technical support to target states aimed at control, seizures, forfeiture, collection and destruction of illicit SALW;
4) Utilize different communication channels to create public awareness on the dangers of SALW in the region and the benefits of practical disarmament;
5) Develop Best Practice Guidelines for Practical Disarmament.
   
Project Proposal from the Government of Burundi:This program consists in inciting the civil population to put back weapons voluntarily in exchange with compensation in nature on one side and in exachange with a project of development on the other side.
This program has also been conceived to stop the illicit trade of light weapons in Burundi and to attenuate sufferings of the civil population that they provoke.
   
Security Sector Reform and Small Arms Joint Programme:The overall goal of the Security Sector Reform and Small Arms Joint Programme for Burundi for 2007-2008 is to support Government efforts in improving the security situation in the country through the reduction of the underlying factors of insecurity and the transformation of the security forces/services.
In order to achieve the overall programme goal, and define the UN’s strategic approach as well as detailed activities, the following specific objectives have been identified:
1) Support Government efforts for the reduction in the circulation of illegal small arms and light weapons through an efficient civilian disarmament program and reduction of the impact of mines and unexploded ordnances on the population;
2) Support the completion of the demobilization and reintegration of former combatants, soldiers and child soldiers, including the implementation ceasefire agreement with Palipehutu FNL;
3) Support the professionalization of the Government institutions responsible for the security sector and provision of security in accordance with the rule of law and international standards
   
 
 
     
 
Collection and destruction:
- The national Commission for Civilian Disarmament and Combating Small Arms Proliferation (CDCPA) with support from BINUB installed a SALW’s destruction facility within the army (FDN) logistics base, Bujumbura. This has allowed from January 2008 to June 2009 for the destruction of over 7,000 weapons originating from the ongoing DDR process, National Police (PNB) seizures of illegally held civilian held weapons and obsolete military stocks.
- In collaboration with BINUB, the army (FDN), established a secure national site for the destruction of munitions and explosives (in Mudubugu, Bubanza Province), equipped with temporary weapons storage facilities and an emergency response capacity. The site has been used regularly in recent months for the destruction of munitions and explosives collected from the recent DDR activities.

- The civilian disarmament campaign aims to promote awareness among weapons holders so as to persuade them voluntarily to hand in their weapons in exchange for compensation

- The Head of State launched a civilian disarmament campaign on 14 April 2006 in the north western province of Cibitoke. On 29 April 2006, the President of Burundi passed a decree establishing a technical commission on civilian disarmament and the fight against SALW proliferation

- Establishment of a three year programme jointly implemented by UNDP and Burundi to reduce the proliferation of small arms and light weapons (2005-2007).
- Twice during 2004 and again on 15 March 2005, the government destroyed a sizeable quanitity of small arms in order to demonstrate its commitment to fight against their proliferation. The ceremonies were attended by UN representatives.

- Collection of weapons in the framework of an emergency project on demobilization, reinsertion and reintegration of former soldiers (2004).
   
DDR:
- The Government of Burundi concluded a grant agreement with the World Bank for implementation of emergency project on demobilization, reinsertion and reintegration of 55,000 former soldiers by the year 2008. The first phase of this programme is one of disarmament, during which soldiers and former soldiers identified for demobilization will be disarmed. The weapons are to be collected, registered and stored in a safe place by the African Mission in Burundi.

Legislation (import, export, transfers, licensing, other regulations):
- The process of revision and harmonization of the national law on small arms and light weapons, which has been in progress since the end of 2007 with funding by the GTZ/EAC Salw project, is well advanced and a draft text is expected within a month. This law will cover the problems of the manufacture and alteration of weapons, in particular in accordance with the International Instrument. Furthermore, as soon as the law is promulgated, other implementing texts, in particular covering regulation and administrative procedures, will follow and will be put in place without delay.

Public awareness:
- The National Focal Point has led a public awareness campaign against the illegal possession of small arms and light weapons, in close collaboration with various representatives of civil society. The campaign emphasises the need to put a definite end to the war and to stamp out crime, and raises awareness of the danger posed to households by the misuse of small arms and the penalities applicable to those in illegal possession. Relevant legal provisions will be translated into the national language.

SEMINARS-WORKSHOPS
- A seminar to prepare for the development and elaboration of a national plan of action was organized for State- and non-State actors, particularly those in civil society, in order, on the one hand, to ensure their awareness of the issues and, on the other, to elaborate the major thrust of the programme. The project, which has been finalized and submitted to partners for funding, draws largely on the recommendations that came out of those consultations.

Cooperation with civil society and NGOs:
- Civil society and international NGOs cooperate regulalrly with the Government of the Republic of Burundi in the implementation of the Programme of Action. National civil society associations which work in this area are affiliated with international NGO networks such as IANSA and RAVAL and with foreign NGOS such as NOVIB, Norwegian Church Aid and GRIP. These organizations finance several programmes in the area of capacity building and research.

National laws, regulations and administrative procedures:
A GTZ/EAC sponsored process of revision and harmonisation of national legislation on SALW is almost complete and will integrate the provisions of the International Tracing Instrument. Following this, additional regulations and proecudres will be promulgated.
National marking practices:
Two Burundian officials (one from the army and one from the police) received RECSA-funded training on firearms tracing in Mombasa, Kenya on 31 March - 4 April 2008. At the end of this training, marking equipment consisting of machines and computers to establish a basic data management system was allocated to Burundi. The newly trained officials will now train other national officials in order to begin the marking of all arms following the provisions of the Nairobi Protocol on Small Arms (Article 7 (a), (b) and (c)). Roughly 50,000 SALW’s presently thought to reside within army, police and authorised civilian possession will be recorded in a census and then marked.

BINUB/UNDP is working on an ongoing basis with both the FDN and the PNB on implementing computerized registration systems for the organisational management of weapons utilised by their personnel. The automating of the previous decentralized and paper-based systems is being executed in complement to the census and marking of all SALW. The first phase of the programme involving equipment and network installation was initiated in February 2009 and targets the FDN logistics Brigade (in Bujumbura) responsible for the national Forces’ weapons acquisition and distribution. Delivery of the relevant software required for the set-up of an eventual country-wide electronic communications and coordination network specific to SALW’s is expected by June 2009.

Weapons held illegally by the civilian population cannot be either marked or traced before they are collected. The strategy thus adopted by Burundi for substantially reducing the number of weapons in civilian hands is to offer a programme of “weapons for development” in order to provide a means of compensating weapons holders in kind. Nevertheless, in achieving this objective, the country continues to encounter problems of financial resources given that it is a programme that requires substantial funds.

- Burundi has signed mutual legal assistance agreements with the neigbouring countries of the DRC and Rwanda in order to facilitate inquiries and investigations into the illicit trade in small arms.

Regional seminars, meetings, workshops:
- The Nairobi Secretariat coordinates regular meetings between the coordinators of the National Focal Points, in which they can exchange information on best practices for the implementation of the major provisison of the Protocol. Particular attention is paid to provisions related to mutual legal assistance, collection and destruction, registration, stockpile management, transparency and exchange of information. Equal attention is paid to best practices related to transfer controls, awareness-raising, marking, tracing and brokering.
