Module VIII of the "Training the Trainers" course was originally inspired by the need to implement the 1997 CIFTA Convention (art. VII, VIII) and the 2001 UN Programme of Action (II, 16, 18, 19, 20, 21, 34; III, 6). The objectives of this Appendix are therefore first and foremost to provide the reader with general knowledge of practical measures and procedures related to weapons destruction initiatives. It presents detailed information illustrating examples where such initiatives have assisted to destroy such weapons. Secondly, this Appendix demonstrates the need to improve stockpile management in order to make concrete changes in the ever increasing and dangerous situation of weapons storage facilities. Last but not least, the Appendix also illustrates how public destruction events serve several purposes, including promoting a Culture of Peace and creating new bonds between the law enforcement community and civil society |
