Module V of the “Training the trainers” course was originally inspired by CICAD, the need to implement the 1997 CIFTA Convention (I 1,2,3,4; II; XII; XIII, 1, a, b, c, d,; XIV, 1,2; XV 2 b, c; ) and the United Nations Programme for Action 2001 (II 2,6,9,11,12,37,39; III 2,5,7,10,11,18 ; IV 1,d). It covers the external and internal legal procedures carried out by countries in the region for the acquisition, sale and distribution of firearms and ammunition, the state of the illegal market (routes, modus operandi, association with other criminal activities) and finally a detailed overview of brokering activities in the region |
