Module III of the “Training the trainers” course was originally inspired by CICAD, the need to implement the 1997 CIFTA Convention (II; VI; XI; XIII, b, c XIII, 3; XV 2 a, b, c; XVI), the United Nations Programme for Action 2001 (II,7,36,37; III 3,5,6,7,9; IV 1,d), and the Model Regulations (IV 9.4, 9.5). The objective is to teach participants the identifying marks on firearms and ammunition which allow us to trace their route to the black market and to demonstrate the benefits of setting up harmonised identification processes and exchange of information as well as safe handling, storage and deactivation measures. |
