Kindly find enclosed the "UN Approach for DDR". The integrated DDR standards (IDDRS) contained in this document are a record of the UN's knowledge in this field. They show how DDR can contribute to building security, reconstructing the social fabric and developing human capacity, resulting in the establishment of a sustainable, long-term peace-building capacity that continues to function once a UN mission comes to an end.

Security System Reform and Governance

Ministers and Agency Heads at the Development Assistance Committee (DAC) High Level Meeting on 15-16 April 2004 endorsed the policy statement and paper on Security System Reform (SSR), as a DAC Reference Document, and as part of their efforts to continue to improve policies and practices to prevent violent conflict and build peace. This work is a key component of the “human
security” agenda, developed by the United Nations, which focuses on building open and responsive states that ensure the livelihoods and safety of their people. It complements the DAC Guidelines Helping Prevent Violent Conflict, a reference point for development co-operation in this field.

Kindly find enclosed the report presented by Ms. Barbara Frey on Prevention of human rights violations committed with small arms and light weapons (A/HRC/Sub.1/58/27). She completed her study as Special Rapporteur on small arms and light weapons and presented the study and its recommendations in August 2006 to the 58th session of the UN Sub-Commission on the Promotion and Protection of Human Rights.

The Sub-Commission welcomed this final report and, in an August 24, 2006 resolution, endorsed fifteen Principles on the Prevention of Human Rights Violations Committed with Small Arms. The Sub-Commission transmitted the Principles to the UN Human Rights Council for consideration and adoption. The Sub-Commission's actions represent the highest level United Nations recognition of the critical link between unregulated access to small arms and human rights violations.

New report: "Faced with a gun, what can you do?"
Global Witness released a report documenting the militarisation of mining in the conflict-affected areas of eastern DRC. Its findings and conclusions are based primarily on Global Witness field research in North and South Kivu in 2008, and in Rwanda and Burundi in 2009.

Armed violence prevention and reduction
Mapping exercise

UNDP together with OECD published a request for proposal for the mapping exercise to identify and characterize armed violence prevention and reduction (AVR) programmes. Proposals must be received by the procuring UNDP entity at the address specified under clause "Sealing and marking of Proposals" no later than September the 10th, Geneva time.

Misuse of small arms and its impact on health
Firearms in Mozambique

The World Health Organization–Mozambique, together with the Ministry of the Interior of Mozambique, and the Small Arms Survey released a joint publication which purpose is to better design and implement violence-reduction strategies. Through this study, the researchers aim to gain an understanding of the magnitude and scope of firearm-related violence in Mozambique, as well as to uncover the circumstances surrounding this violence.

Linkage between the misuse of small arms and its impact on health
Firearms in Mozambique

The Ministry of the Interior of Mozambique, the World Health Organization–Mozambique, and the Small Arms Survey released a joint publication. The purpose is to frame the compilation of data and its analysis within a public health perspective in order better to inform the design and implementation of violence-reduction strategies. The study also seeks to understand the role that small arms play in violence. Through this study, the researchers aim to gain an understanding of the magnitude and scope of firearmrelated
violence in Mozambique, as well as to uncover the circumstances surrounding this violence.
